St. Teresa Convent school celebrated dussehra with mont section virtually this time. The tiny tots were involved in different activities. The message of truth over evil was given to the children. A story telling session was conducted. Children made drawing of Lord Ram and Laxman along with Raavan which was later burnt. Cherubs of St. Teresa convent school enthusiastically and excitedly participated. Overall it was a successful celebration in a virtual way.

Sabzi Mandi soon be shifted back from ISBT-17 to Sector-26

Due to spread of COVID-19 and sudden spike in cases, it was decided by Chandigarh Administration to shift Sabzi Mandi shifted from Sector-26 to ISBT-17, Chandigarh. It was shifted to control the spread at that time. However, now as the Inter-State operation of CTU buses and other State Transport Undertakings would be starting back from 16.9.2020. 

Therefore, Sabzi Mandi is now to be shifted back from ISBT-17 to Sector-26 well before 15th September, 2020.

Amid spiralling cases of Covid, Punjab Chief Minister Captain Amarinder Singh on Monday announced his government’s decision to continue with restrictions in urban areas, including weekend lockdown in all the 167 municipal towns of the state, along with 9 a.m.-7 pm. curfew in all cities till the end of September. 

The decision has been taken in due consultation with the Centre, as required by the Unlock 4.0 guidelines issued by the Ministry of Home Affairs, Government of India, according to an official spokesperson.

Section 144 of the CrPC banning all social, political, religious gatherings, protests and demonstrations will continue to remain in force throughout the State, while gatherings relating to marriage and funerals shall be allowed only for 30 persons and 20 persons respectively.

There will be total curfew on Saturdays and Sundays in the municipal states, while movement of individuals for all non-essential activities shall remain prohibited between 7:00 pm to 5:00 am within municipal limits of all the cities of Punjab throughout the week, as per the orders of the Chief Minister. 

Movement of students and others in connection with all kinds of examinations, admission/entrance tests conducted by Universities, Boards, Public Service Commissions and other institutions has been excluded from the restrictions. Captain Amarinder has directed district authorities to facilitate the movement of such persons.

Religious places have also been allowed to stay open on all days upto 6.30 p.m., as have been restaurants (including those in malls) and liquor vends.  The restrictions on day/time do not apply to hotels.

Captain Amarinder has directed district authorities to strictly comply with these guidelines, said the spokesperson. He has asked the police to ensure strict action against the organisers and main participants in case of any violation of orders u/S 144 of Cr.P.C.

The spokesperson made it clear that essential activities and services, movement of persons and goods on National and State Highways, inter-state & intra state movement of persons and unloading of cargo and travel of persons to their destinations after disembarking from buses, trains and aeroplanes will be permitted during the restrictive conditions. These essential services include those related to health, agricultural and related activities, dairying and fishery  activities, banks, ATMs, stock markets, insurance companies, on-line teaching, public utilities, public transport, industry in multiple-shifts, construction industry, offices both private and government  etc.

Giving details of the weekend/night restrictions, the spokesperson said shops/malls, except those dealing in essential commodities, will be allowed to remain open till 6.30 p.m. from Monday to Friday but will be closed in all cities on Saturday and Sunday. Shops dealing in essentials will be open even on the weekend, till 6.30 p.m.

The existing restriction on passengers in vehicles will also continue to remain in force, with only 3 persons including driver to be allowed in a 4-wheeler vehicle, and all buses and public transport vehicles to allow sitting for only half (50%) capacity with no person standing.

Further, Government and private offices shall operate with 50% staff strength till the end of the month i.e. not more than 50% of employees would be permitted on a particular day. The Heads of Offices would restrict public visitors in Government offices and encourage use of on-line Punjab grievance redressal system (PGRS) and other on-line tools so as to minimise person to person contact in offices, according to the directives issued on the Chief Minister’s orders.

On the ocassion of Shri Krishan Janamashtmi & International Youth Day Dr. Parveen Kumar, Warden, Boys Hostel No. 5, organized a Plantation Drive at the hostel premises. Under the able leadership of Professor S.K. Tomar, Dean Student Welfare (Men) and Prof. Sukhbir Kaur, Dean Student Welfare (Women) saplings were planted.

After the Plantation drive the worthy DSWs released the HandMade Bags made by the children of migrant construction workers. These children are living at the different construction sites of Panjab University campus sector 14, Chandigarh. All these bags were prepared by the waste newspapers under the guidance of Ms.Ishita Choudhary, student from Centre for Social Work, Panjab University, Chandigarh. Ishita is teaching these children since May 23rd 2020 on regular basis. These bags were prepared under the project Read to Lead...Kalam, Kitab aur Khwaeishen lead by Gaurav Gaur, Assistant Professor and NSS, Programme Officer, Panjab University. 

Appericiating the efforts put-in by Ms Ishita in teaching and imparting this vocational training to the students Prof Tomar said "What better we could have to mark this International Youth Day, today, where our own University students' have come forward and voluntarily serving the children in need. They are doing their best during this pandemic times". He interacted with these children and asked about their interests, daily routine, future plans and about their families etc. 

Prof Sukhbir Kaur, DSW (girls) also  interacted with these children and motivated them to pursue their studies whole heartedly.

Dr. Gaurav Gaur shared that, this initiative has two objectives like:  teaching these children a vocational skill and promoting healthly and safe environment by optimum utilisation of waste newspapers. 

Dr. Parveen Kumar, Warden Boys Hostel no. 5, while applauding the efforts, offered his support in sustaining such initiatives.

Those who were present at this occassion and planted a sapling included Dr. Bharat, Warden Boys Hostel No. 4, Dr. Rajeev Kumar, Warden Boys Hostel No. 1, Dr. Anju Goyal, Warden Girls Hostel No. 1, Dr. Vishal Sharma, Warden Boys Hostel No. 8, and Dr. Simran, Warden Girls Hostel No. 8.

Ltd. The competition was held on 4th July 2020. Since it was an online competition, Divneesh secured this position by taking good guidance from her teacher Sapna Gupta from Skyline Academy. She supported him at each step which in turned showed great result.

I always take good advantage of time to learn new things and with this competition, I acquire the knowledge of contesting online and winning with the help of recent technology, as told by Divneesh. Further he said, " I am excited to know about my second position and waiting for my winning Trophy and Certificate". Good News : Parents should not pay school fees till Supreme Court rules

A petition has been filed in the Supreme Court by parents from different states seeking declaration of moratorium or deferment of fee payment during the lockdown period.

The plea seeks direction to the Centre and all states to instruct all private schools to charge only proportionate fees based on actual expenditure towards the conduct of the online virtual classes and no other fees from the students since April 1 till the commencement of physical classes. The plea stated that due to Covid-19 induced lockdown, parents who are unable to afford to pay school fees are facing constant financial and emotional hardships which may force them to withdraw their children from school education.

The plea said, “The petitioners belonging to different states of the country have come together being constrained to approach this court seeking inter alia the protection of fundamental right to life as well as education guaranteed under the Constitution of India, 1950 which the children and students enrolled up to the class XII of various Indian states are being deprived of due to supervening factors namely, the ongoing pandemic – Covid-19 period.” Apart from other issues, the petitioners have also raised concerns about ‘adverse impact of unregulated online learning on students of nursery to class V and other students as well.

Parents who have submitted the plea in the apex court are from Rajasthan, Odisha, Punjab, Gujarat, Haryana, Uttarakhand, Delhi and Maharashtra. The petition has been filed through advocate Mayank Kshirsagar and drawn by advocate Pankhuri. It highlights the ‘hostile discrimination of children and parents of various states in India’ as some protection may be available for students in some states and not be available in other states. The plea also mentions that while Karnataka and Madhya Pradesh have banned online education considering its adverse impact, other states have not considered it.

The Covid-19 pandemic and subsequent national lockdown announced on March 25, 2020 has forced the closure of the educational sector and resulted in a catastrophic effect on the nation’s economy with many people losing their jobs or facing a pay-cut. “The school going children and students were unable to attend the physical classes at their respective schools. Some of the private aided/unaided schools made arrangements for online classes in April, 2020. However, the same has not been universally made available and there are also reports of schools charging a nominal fee even when they are not conducting any online classes. Some schools have also hiked the fees,” the plea further stated.

It added that many schools hiked their fees and/or started harassing the parents to pay the entire quarterly fees in advance despite schools being shut and non-operational and the students not availing any of their services. The petition said that despite circulars issued by various states directing schools not to hike their fees during the lockdown period, no substantial relief in the form of waiver of fees, or reduced fees, or proportionate fees as per actual expenditure etc.

The plea sought directions to Centre and all the States for directing all the private unaided/aided schools to not charge any fees whatsoever from the enrolled students of such schools for a period of three months starting from April 1 till July 1 or till the commencement of offline/physical school classes.
